Project Description
MK10 aimed to strengthen knowledge, communications and institutional systems in social safeguard aspects of regional hydropower development. The project strategy was to combine research, workshops and the development of a manual about the Hydropower Sustainability Assessment Protocol (HSAP) and Lao and international guidelines to assist in the coordination of knowledge and good practice in hydropower social safeguards.
Context
In the planned development of hydropower for transmission from Hatxan in Attapeu Province, Laos to Pleiku in Kontum Province in Southern Vietnam, consultants conducted a due diligence audit of four of the power suppliers. The audit found gaps between the studies carried out by Vietnamese consultants and Lao and Asia Development Bank (ADB) safeguard provisions with regard to the level of consultation with, and information provided to, indigenous groups in the project areas, and in the planning for resettlement and livelihoods restoration of affected people. The audit attributes these gaps to a lack of knowledge amongst Vietnamese developers and consultants about established safeguard principles and practices. The MK10 project was developed in response to this audit.

MK10 was led by the Faculty of Social Science, National University of Laos (NUOL), working in partnership with the Technical Department of the Environmental Office, Electricité du Laos (EdL), the Ministry of Natural Resources and Environment (MONRE – Lao PDR), and the Faculty of Environmental Science, Vietnam National University for Science and Technology (VNUST).
